Scott represents employers/management in labor and employment law matters. He works with clients to find the practical approach that will have the most favorable impact on their bottom line. When possible, he focuses on preventing problems before they occur, but he also represents employers in arbitration, mediation, administrative hearings, and governmental investigations involving employees. He also regularly advises employers in labor-relations matters, ranging from union organizing campaigns to collective bargaining and grievance/arbitration.

Before joining gunnercooke, Scott founded and led Horton Law PLLC for six years. He frequently writes and presents on a wide array of labor and employment law topics, including authoring the book New York Management Law: The Practical Guide to Employment Law for Business Owners and Managers.

Scott also has over a decade of experience serving in a general counsel capacity for a public school district, advising on matters involving students, freedom of information requests, contractual issues, school board elections, and other education law topics.
