Kali has extensive experience acting for both private and public sector clients on a wide range of planning, highways and drainage infrastructure and public law matters with a particular emphasis on large scale mixed use and residential developments

She is highly regarded for her robust, pragmatic and commercial  planning support/assistance on complex sale contracts, option agreements, promotion agreements, planning due diligence for purchase/sale transactions, negotiating s106 agreements and any legal agreements/consents needed under the Highways Act 1980 or Water Industry Act 1991 to enable developments to come forward as well as general planning advice, highway law advice and drainage advice.

Experience Highlights

  • Advising leading housebuilder on the planning and highway law issues (including the negotiation of the section 106 agreement and drafting of planning conditions ) relating to their hybrid application to provide up to 1,020 dwellings, a local centre on a site which forms one of the 3 strategic sites allocated as part of the Ipswich Garden Suburb development.
  • Advising well known motorway service area operator on all the legal agreements/consents required to secure outline planning permission for a new Motorway Service Area at Junctions 15 and 16 M25
  • Advising well known motorway service area operator on all the highway legal agreements/consents/licences to be entered into with North Yorkshire Council and National Highways to enable all the highway works required for development of new motorway service area on the A1(M), North Yorkshire and the provision of ancillary planning advice. Also advised on the application under section 247 of the Town and Country Planning Act 1990 to permanently extinguish the highway rights over the existing A168 and alternatives to such extinguishment.
  • Advising well known motorway service area operator on all the highway legal agreements/consents/licences to be entered into with Rotherham Metropolitan Borough Council, National Highways and third party landowners (including National Grid and Network Rail) to enable all the highway works required by planning conditions to be carried out in relation to their proposed development at Junction 33 M1.
  • Advising leading housebuilder on all planning and highway law issues(including the negotiation of the section 106 agreement and drafting of planning conditions) relating to the proposed development of up to 1,100 new homes, local centre, play areas, greens and open spaces together with improved public access to the area and a section of new link road on Kings Lynn. The site forms part South East King’s Lynn Growth Area and is of major local significance.
  • Advising a landowner on the planning and highway law issues (including the negotiation of the section 106 agreement and drafting of planning conditions) relating to an application for outline planning permission (for residential development up to 512 dwellings for land known as Strategic Growth Site No.8, land north of Broomfield.
  • Advising on all planning and highway issues relating to the missed use re-development of a racecourse in West Berkshire comprising 1500 residential units with complex infrastructure requirements including the construction of a new bridge over a railway track to serve as the main access into the development and securing consents to enable the carrying out of works on common land.
  • Advising on all planning and highway issues relating to the development of a 65 storey building in Bishopsgate (including stopping up orders and the negotiation of a bespoke consent for the construction and use of a structure over the highway to mitigate the impact of adverse wind effects of the development on the surrounding area.
