In 2024, when the Consumer Cannabis Act first took effect, Germany took place alongside countries like The Netherlands, Malta, Luxembourg on relaxing laws around cannabis use. 

In the article, Peter and Judith explore Germany’s proposed two-pillar model for cannabis legalisation. 

Pillar One

Permits private, self-cultivation of cannabis by adults for personal use, as well as cooperative, non-commercial cultivation through registered associations. 

Pillar Two

Proposes regional pilot projects with commercial supply chains, allowing licensed companies to produce, distribute, and sell recreational cannabis under government regulation. However, this bill has yet to be implemented. 

The pair also discuss the future of cannabis legalisation in Germany and the potential impact of the German Federal Election. With the CDU/CSU securing victory, their campaign included promises to reverse legalisation, though it’s unclear what this actually means. 

 Additionally, with no outright majority and having to form a coalition government, it remains uncertain how, when or if this will be enacted.
