The Power of a Framework

March 13, 2026

One of the ways that we know that we can offer most value to clients is by the introduction of framework agreements. A well-structured framework, whether for construction works or professional services, can offer significant commercial and operational advantages.

Frameworks provide a ready-made procurement route. Once the overarching framework agreement is in place, individual projects (“call-offs”) can be awarded quickly, avoiding the time and cost of repeated tendering and negotiation of terms. This agility is invaluable for clients managing multiple sites or phased developments, where speed to market is often critical and time spent negotiating bespoke contracts for every site or phase adds up.

For contractors and consultants, frameworks offer pipeline visibility and the opportunity to build long-term relationships with the client team. Consistency of personnel and approach helps improve quality, safety performance and project outcomes over time. Clear performance indicators can be a useful tool agreed at framework level to promote accountability and continuous improvement without the friction of starting afresh on each commission.

From a legal perspective, frameworks can also reduce risk and cost. Standardised contract terms, payment provisions, and risk transfer create predictability and limit the scope for dispute. They encourage collaboration and early engagement, supporting value engineering and innovation at pre-construction stage.

However, successful frameworks require careful drafting to balance flexibility with control. Clauses covering exclusivity, volume commitments (if any), mini-competition procedures, and liability caps must align with procurement law and the commercial objectives of all parties. Getting this structure right at the outset is critical to realising the efficiencies frameworks can offer.

Our construction team advises developers, contractors, and consultants on the design and negotiation of framework agreements. If you are considering implementing or tendering for a framework, we can help you ensure it delivers the speed, value, and legal certainty your business needs.
